The role of the Local administration in environmental Protection in Iraqi legislation

(Comparative Study)

       The Local Administration means the executive State Bodies , Practiced these Bodies activities to satiate the needs of the local Community in the Local Administrative Units . The Central Authority is receive on the Local Administration responsibility implementation of Laws within the Territorial Unity , The Central Authority has the right to remain in control of the local administration . The local community wants from the local authorities to give it the needs that are not owned . It is the needs of the local community to live in a clean environment , Because the environment health allows individuals to work on their ongoing activity in economic and social life , Without that there will be problems by the nature prevent them doing activity . The local administration system evolves much by the many needs of individuals and diversity , Has been unable to central authority to give the community needs the required speed , This is the reason that prompted the central authority to give the local administration the terms of reference of community affairs . The terms of reference of the local administration is independent of the central authority , The aim in the survival of a unified state . The local administration is specializes in environmental protection , Which means its meet the needs of individuals to live in a healthy environment , The Air , Water and Green spaces don’t pollute , And the protection of Plant Biology and Biotechnology that modern science proves its importance in the balance of life on Earth .
