The role of parliamentary committees in the legislative process

(Comparative Study)

     The concept of the permanent committees formation the parliamentary is not a political system itself ; but adopted in all representative council systems wither it will be parliamentary or presidential ,council , mixture or public . This concept based on work breakdown and looking for achieve the required tasks of the councils. It isn’t reasonable that the council hold a meeting with all member ;due to the limited time in one hand , and the wide subjects from the other hand ; there for the modern political systems go to the concept of establishing a sharing committee in order to provide the council with the reports to perform all duties of the council . This tasks performed by a specialized members in order to present it to the council for discussion and voting by the specified council .

The parliamentary committees represent a piratical need in the process of the parliamentary job .

The legislation council combined a wide number of persons which means the impossibility of performing their legislation and monitoring tasks in the public sessions .

The main purpose of establishing the parliamentary committee is to study and prepare the council duties in a limited forms by the

specialized members , in order to assist the council in its controlling and legislation practices .

The representative councils are depended on two different concept of the parliamentary committees , which committees are considered as a main cooperative committee to the council in the task performance .

The council suggests the subject before its committee discussion about that subject .This is the principle established in the parliamentary traditions and instructions , and also U.S. parliamentary starting to spread the other countries later .

The Iraqi parliament followed the traditions , the two articles (82-69) from the internal system of Iraqi representatives council issued in 2006 .

This research urges us to study and discuss the political changes that Iraqi community witness nowadays , which requires to strength the parliamentary role , in order to reform the economic and political reality , through issuing the legislations that support the reform method .

According to the importance of the membership of Iraqi committee under the shade of 2005 constitution . This membership influenced with the political coalition and blocs without taking in consideration their efficiency and experiences .
