Abstract
The province of Karbala Consider one of the main provinces of the country, because it embraces the shrines of Imam Hussein and his brother Abbas (peace be upon them) and the martyrs who sacrificed themselves for the Islamic religion and raise the word of God faces of the hypocrites, this aspect of Islamic places of Karbala at the forefront of Iraq’s cities significantly after the City of Imam Ali (peace be upon him ) in Najaf, Economically it could consider the province of Karbala is the area that fits with any economic action and that the multiplicity of economic resources in it, as has maintained a lot of resources at all levels (tourism, industrial, agricultural, service and others) with varying those sectors in terms of importance and those aspects that have been mentioned enough to make the province a region or center growth, either the concept of Province has evolution significantly, particularly after 2003 when the regime change increased so that the overall economic decentralization in planning and became the foundation in drawing up five-year plans, but remained some other things as a mechanism determining annual allocations which remained unchanged at the level of private plans that have been developed in the years that followed the change of the economic system, and in the Plan (2010-2014) has been adopted the proportion of deprivation and poverty in determining the annual allocations and the question arises, why cannot become the center of Karbala provinces or dynamic growth? It can become opportunities for future investment is 100% guaranteed, so the research gives a picture of the reality of regional development in the province and its importance in attracting future investment opportunities.
So the research was divided into four Chapter ,the first chapter dealt with Conceptual framework for development and regional planning and foreign direct investment And show their importance and relationship between them isthrough the study of most of the theoretical aspects on the subject
The second chapter was about the reality (economic, social and investment) to the city of Karbala, has included all the vital sectors in the province
The third chapter Singled out a study of regional development to the province of Karbala, starting from the plans and determine the mechanism of annual allocations to show the size of regional development in the province and its development over the past years, the researcher explained the regional dimension of Karbala through the mathematical model
The fourth chapter is a proposed medium-term plan for the city of Karbalahave been relying on the SWOT analysis to show the general goals, opportunities and threats and strengths
