ABSTRACT

After the historical turn over which happened in March 2003 Iraq has been striating and with the help of the international community to put forward nearly about (33) $ Millar in Madrid conference. That’s to reconstruct Iraq economy especially in (14 main sectors) of that economy during the medium run (2003-2007) and fulfill the recent requirements which Iraq needs in year 2004.

But and spite of passing more than two years of to that program,             those reforms were not performed because of the political and securing conditions. Besides Iraq has been facing difficult choice to perform numbers of those reforms which represented in numbers of programs and financial policies and put some solutions for the critical social problems.

According to the letter of intent which was sent in Sept.2004 from the Iraq to the international monetary fund (IMF) which showed the policies which Iraq would like to perform and its need for financial help from that bank to fulfill those reforms and attaining the required changes in economic structure which called emergency post-conflict assistance(EPCA) . Infect the demanded policies construct in itself a fundamental conditions to carry out the reducing in Iraq depts. Which considered by the group of Paris club in Oct.2004. Besides if Iraq fulfill these commitments the clob would cancel its depts. and dept service and that would happed through out auspicial agreement with IMF called “stand by agreement”

The demanded reforms and policies are concentrated as following:-

1. .reducing the state roll in the economy and reforming the public sectors and privatization of the static firms and improving the small and midume ones
2.  reforming the financial policies and rationalize the public expenditures especially in the transferred expentures which especially put as a subsidiary program for groups of goods and services and subsidize the firms of public sectors.
3. Cancelled the subsidies for some good especial the oil refined goods electricity and the good which entered into the food basket or the rational card oil for food.

Finally its important there fore to study these reflections the structural reforms and assess its results in order to find the ways to make them vital and get used of their good aspects and choose the best resources to deal with them and reform and rcconstruct the county .
